Turns out you can get Triangle Wizard 1 working on Android phones under Winlator (a Wine style emulator). Just turn off strict shaders, and you're good to go.
It might be a bit annoying to setup a touchscreen interface for it (RTS controls do provide basic functionality that you can then add to), but it works.
It's a bit slow on my phone, but it might work ok on newer hardware. Haven't been able to get Triangle Wizard 2 going yet (it keeps popping up a DX11 initialisation error), but it that's probably config problems on my end.
